Royal Navy Capt R A Mark signed HMS Scott to comm the first commissioning of the Ocean Survey Vessell at Devonport 19 Sept 1997 Naval FDC. RNC Series 4 no. 40, number 11 of 190 issued. Captain R.A. Mark (then holding the rank of Commander) was the first Commanding Officer of the deep-ocean survey vessel HMS Scott (H131), overseeing its first commissioning into the Royal Navy at Devonport in the late 1990s.
