The partially printed document, completed in typescript, appoints Reginald Louis Seconde to be the Ambassador Extraordinary and Plenipotentiary at Caracas, 'Giving and Granting to him in that character all Power and Authority to do and perform all proper acts, matters and things which may be desirable or necessary for the promotion of relations of friendship, good understanding and harmonious intercourse between Our Realm and the Republic of Venezuela, and for the protection and furtherance of the interests confided to his care; by the diligent and discreet accomplishment of which acts, matters and things aforementioned he shall gain Our approval and show himself worthy of Our high confidence. And we therefore request all those whom it may concern to receive and acknowledge Our said Trusty and Well-beloved Reginal Louis Seconde…..as aforesaid and freely to communicate with him upon all matters which may appertain to the objects of the high Mission whereto he is hereby appointed'.
