The opening section of the letter is a halachic discussion of the permissibility of moving a Sefer Torah from a synagogue to an adjoining room. The later section concerns a Rabbinical Court ruling that apparently had not been in favour of the Rabbi of Turda. Rabbi Low sharply criticises the ruling, but points out that the two rabbinical judges are both distinguished Torah scholars and advises the Rabbi of Turda to accept the decision, quoting in the name of the Rebbe of Sieniawa, that it can happen that someone is judged to be guilty when he himself knows that he is in fact innocent, due to actions that took place in earlier gilgulim of his soul. The response of the Rabbi of Turda to the halachic points of the letter follows.
